I believe this depends on the area. Cops already overstep their bounds. They are quick to brutalize, and shoot. They shoot people's dogs for no reason and nothing is done about it.

In my area the biggest scum businesses are owned by cops or retired cops who hire felons and others released from prison who live in fear of their jobs. They take advantage of old people or naive after hurricanes.

Traditionally cops have been the enforcers of the well to do and status quo in America.

They do not like being unemployed anymore than anyone else so they will do the bidding of who pays them.
